- Out-of-state institutions seeking to offer courses, or portions of programs, in New York must secure prior consent of the Board of Regents, regardless of the Institution's home state or accreditation status.

- The practice of nursing is restricted to licensed persons, or to students enrolled in educational programs registered by the State Education Department. Students enrolled in pre-licensure programs that have not been granted permission to operate by the Board of Regents may not be assigned to a clinical experience in New York under any circumstances.
