    Legislation introduced to look at national licensure remains pending but has not moved. The enhanced nursing compact was introduced in 2016 and was passed in 10 states. The APRN Compact, also introduced in 2016, was enacted in Idaho and Wyoming. Both compacts have a target adoption number (26 and 10, respectively) before rulemaking would commence. NCSBN has assembled a compact team led by Maryann Alexander and with Jim Puente, Rebecca Fotsch, Nicole Livanos, Elliot Vice and Dawn Kappel. The 2017 legislative season is expected to have several interstate practice-related bills.

    Having multistate privileges as part of the NLC changes all of this and can be valuable for faculty. For faculty whose states aren’t in the NLC, contact your legislators and let your voices be heard. Legislators take personal messages from their constituents very seriously, especially when kept factual and succinct. Of the 26 original NLC states, all but one has implemented the current NLC, which was updated and enhanced in 2015 to encourage more states to join. The sole original NLC state that has not implemented the current NLC is Rhode Island. Therefore, Rhode Island is no longer part of the NLC.

    The enhanced legislation has been well-received: in the 2016 legislative session, 15 states put forth bills containing enhanced NLC language, including several that were not previously part of the NLC. “This is due to the revisions; the enhancements have brought on these new states,” Fotsch explains. “That’s exciting because that was the point of changing it.” The enhanced NLC will become effective when 26 states have either newly joined or made the necessary changes to their existing legislation. As of mid-March, five states had already done so, and bills in 10 other states were making steady progress. Several other states are considering a 2017 proposal.
