Model Language for ATD Program Agreements NLC Rules Committee Chair J. Ridenour explained the rationale for the Rules Committee to compose model language and reviewed the legal citations from the NLC statute and rules. J. Puente explained that the exact language is not mandatory but may be amended. States should have language in participation agreements which clarify that a participant cannot hold a MSL during the term of the program and that practice is limited to the home state. Additionally, for states which allow voluntary participants to enter the program without the knowledge of the BON, there should be language in the agreement which require the nurse to notify the BON of their enrollment within 10 days.

And again, it's a good resource in terms of asking the question, "Well, are we really moving forward on these at the right pace? Is there something that's missing, etc.?" So, as you consider these issues, the kind of four points that was made to the board of directors was, do we know anything that is preventing us from making progress? Let's be clear and identify that and figure out what we might need to do about it.

NCSBN Research Projects Significant Nursing Workforce Shortages and Crisis | NCSBN
The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. For the first time, the research findings reveal how the nursing workforce was impacted by the pandemic and how many left the workforce in this period, and forecast how many nurses in the U.S. have an intent to leave the workforce. The research also examined the personal and professional characteristics of nurses experiencing heightened workplace burnout and stress due to the COVID-19 pandemic. The study is considered to be the most comprehensive and only research in existence, uncovering the alarming data points which have far reaching implications for the health care system at large and for patient populations. The research was gathered as part of a biennial nursing workforce study conducted by NCSBN and the National Forum of State Nursing Workforce Centers.

With the complexity in health care today, the need for systems thinking and the advancement of technology, NCSBN is in agreement that more nurses are needed in advanced roles. Furthermore, it is crucial to support the development of new nurse leaders and faculty through the advancement of nursing education, particularly in light of the severe faculty shortage. Similarly, there is the need for more APRNs to meet the primary care needs of the population.

If you have any questions, please feel free to pop them in the chat box. This was part of a larger COVID-19 study and it's still in progress with about 60 ADN and BSN prelicensure programs. The larger study commenced in Fall 2020 and it is continuing at present. One of the most interesting elements of our study was the ability of our nursing leaders to make changes very quickly to address issues as they popped up.
