    The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. It has evolved into one of the leading voices of regulation across the world. NCSBN’s membership is comprised of the NRBs in the 50 states, the District of Columbia, and four U.S. territories — American Samoa, Guam, Northern Mariana Islands and the Virgin Islands. There are three exam user members. There are also 27 associate members that are either NRBs or empowered regulatory authorities from other countries or territories. Mission: NCSBN empowers and supports nursing regulators in their mandate to protect the public.

    Woman: A committee was created to dedicate focus on special projects, such as the integration of computer technology and adaptive testing. Woman: NCSBN began exploring computerized-adaptive testing or CAT for use on its national nursing licensure examination. Jennifer: It was a very long process. There were so many questions and answers that had to take place before we got there, and to see it culminate was just very, very rewarding. Anthony: It started with the convening of a committee in 1986 called the Committee for Special Projects. And their job was to kind of do the feasibility study overseas, staff work, work with member boards to make sure they were informed and brought up to date.

    How is it determined an English Proficiency exam is required? If applicant’s program was taught in English but English is not native language do they need the exam? How do Boards determine applicant’s native language? Which English Proficiency exams are acceptable? Is there a time frame or expiration of exam? Is there concern for public safety if applicant took the exam 10 years ago and was not licensed at that time and now requests to use the scores from 10 years ago? What if applicant has been licensed and working in the US?

    The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. The new rule will clarify when a nurse must apply for a new license when relocating to a new primary state of residency. Nurse employers will also benefit from this new rule by ensuring that all employees are appropriately licensed. Just as we are required to obtain a new driver’s license when relocating to a new primary state of residency, the same type of requirement applies to nurses who hold a compact license and are relocating to another compact state.”
