RULE DEVELOPMENT Definition Definition in Tier 1 Rules 100(7): “Independent credentials review agency” means a non-governmental evaluation agency that verifies and certifies that foreign nurse graduates have graduated from nursing programs that are academically equivalent to nursing programs in the United States.
