Now it is time for more audiences to learn how this will all potentially be deployed in the future. NCSBN has employed a number of ways to inform nurse educators, nurses, nursing students, health care administrators and employers, and the general public about the NGN project. These varied methods include: published research, NGN Talks, the Next Generation NCLEX News and presentations about NGN at various conferences, among others. In the past, NCSBN has successfully worked with the CBS Community Partnership Pro- gram (CCPP) to produce several commercials for broadcast television.

Rather, it provides a systematic, evidence-based framework for measuring whether nurse licensure candidates demonstrate at least minimal competence with respect to clinical judgment and decision making. For the purposes of the NCLEX, Layers 3 and 4 of the NCJMM guide item writers in the development of NGN content; Layer 3 elements provide the primary measurement focus for items and the Layer 4 elements provide context. NCSBN researchers developed the NCSBN Clinical Judgment Measurement Model (NCJMM) as a framework for the valid measurement of clinical judgment and decision making within the context of a standardized, high-stakes examination. The result of this work was an evidence-based framework for developing, classifying, and scoring test items that was not only technologically attainable, but feasible within the current computerized adaptive testing paradigm of the NCLEX. NCSBN CEO David Benton to Retire | NCSBN
The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. Benton has positioned the organization well for the future.” During his time at NCSBN, Benton strategically advanced the organization as one of the leading voices for regulation in the world. Under his leadership, NCSBN began the Next Generation NCLEX (NGN) Project, launching on April 1, 2023, which is an enhancement of the current exam. NGN focuses on the measurement of clinical judgment to ensure that those entering the nursing profession now and in the future are prepared for practice on day one.

The portion of the NGN project that deals with item development focuses on Layer 3 and Layer 4 of this diagram. Layer 3, also known as the cognitive factors, represents six steps of the clinical decision-making process. The first step is for the nurse to recognize cues from the client's assessment data and then analyze those cues into potential issues that the client may be experiencing.

Importantly, NCSBN is also providing timely and accurate information about the NGN to stakeholders through webinars, research papers, quarterly newsletters and other information resources. Testing candidates safely during the pandemic while keeping the NGN launch on track was by no means easy or a given this past year. However, we are pleased to report that all systems indeed point to “go” for a successful launch as we turn the corner into the final 24 months of the project.

So we were able to consolidate Objectives 7 and 8 into a single objective, and because of the work we're doing on the next-generation NCLEX, we decided that in terms of continuing competence we should wait until that is launched before re-engaing with that ©2021 National Council of State Boards of Nursing, Inc. All rights reserved. 6 project because we do believe that NGN will provide new solutions to the way that we look at continuing competence. That did create some space and we all know from the experiences of the last 12 months that the issue of remote proctoring is very much live and very much at the forefront of many people's thinking.
