Just know we are trying to keep an eye on as much as we can and make sure that you are informed. So, as Ashley mentioned, the Rural Health Transformation Program, it's a lot of money. I have to admit, I opened my calculator app to try and figure out how much money it was over 5 years if allocated evenly across states, and realized I was dividing $50 billion by 50. So it's one billion potentially for all the states. So that's a lot of money, and that can account for a lot of change and transformation in what a state's healthcare landscape looks like.

I'm Nancy Spector, the Director of Nursing Education at NCSBN. And I am here today with a panel where we're going to talk about fraud detection in nursing. And I have to tell you, I love all the lights in here because when I got ready this morning at 5:30 a.m., all our power went off at our house. And so, I got totally ready with no lights at all. Just flashlights. So all of you women in the audience know how that is to get mascara on. Not easy. So as you know, fraud is pervasive across all the professions.

From fall 2019 to fall 2020, the median number of clinical hours completed in high-fidelity simulation also grew considerably, doubling from 15% to 30% year-over- year.

There's a few ways to think about this. First, many registered nurses who previously reported being retired may have returned to nursing. This is the one I'm going to kind of push you towards. ©2026 National Council of State Boards of Nursing, Inc. All rights reserved. 5 Obviously there's other possibilities. Historically, registered nurses are likely to maintain their active license long after they've retired, and it's possible that during COVID-19 many of them changed their mind about that. They decided they wouldn't ever return to nursing and let their license lapse.
