Both sides agree on the outcome and present it for court or board approval rather than gambling on a trial. 3 It affects MSL eligibility. The Finance Committee ensures we have the funding necessary to execute those plans and uphold the public protection mandates and support NCSBN's leadership and regulatory excellence. In Fiscal Year '25, income came from these sources: 71% from NCLEX in the U.S., 5% from NCLEX in Canada, 6% from Nursys license verification fees, 3% from investment earnings, and 14% came from financial reserves because of our operating deficit. Drawing from reserves to support operations not only weakens long-term financial stability, but it also eliminates the investment income those reserves would have otherwise generated.

So part of problem-solving is being flexible. We were focused on the second and third words, but now all of a sudden, we're really focused on this first word, all of a sudden. ©2023 National Council of State Boards of Nursing, Inc. All rights reserved. 5 Well, let's see what that does for us. Let's guess C. Well, now here we are. That's pretty good. And by the way, we have a feeling there's an E following the TH. It could be a Y, right, for the Shakespearean restaurants out there. But what else do we want to do here?

So if you think about I can track what I call the ability curve of nurses every year back 20 years because we've never changed our scaling. That's really nice, very smart of the council, the way they did that. So I watch this. What we know is our ability curve, much like everybody else's in the licensing business I've talked to, has shifted to the left about 5% to 7%. So what we mean is the ability entering our programs are about 5% to 7% less than what they were before. The problem with that argument, though, is that our expectation of client care and safety didn't change, just that ability at levels less, right?

And that always surprises me a little bit, because, if you think about it, before we had the compact, when we had all these single-state license out there and a nurse would get in trouble in one state, and that state would take action, and he or she had licenses in 1, 2, 3, 4, 5, 45, 46, 47 other states, depending on the nature of their work, what did we do? We shared information. It may be your file order, it may be the discipline you actually took, but you were sharing information. So you are already doing that. It's just you can do it much earlier in the process now.

So, again, most nurses with risky substance use and substance use disorder are not getting the help that we need. We know that. And the majority of nurses who are working impaired are never found. So ©2024 National Council of State Boards of Nursing, Inc. All rights reserved. 5 how do nurses find help? We all know that one of the patterns of addiction is that people tend to not know when they need help. But sometimes they do. Sometimes people who are on the continuum who haven't yet developed a fulminant substance use disorder are aware of risky substance use.
