The 2011 ULRs serve as important licensure standards for regulators and provide guidance for the future of nursing education and practice. It is hoped that states will adopt the 2011 ULRs to enhance mobility of the profession and decrease the confusion that may occur when nurses move to other states and find that they have to comply with different requirements for licensure.
