You know, similar to the Essentials document, this document has to... is part of an accreditation process, we realize for schools. So we want it released as soon as possible, so that could be on the same line of review for accreditors as the new Essentials document. Now that said, we have a lot of comments and they're very good comments. And the leadership team is going through them and making modifications, and it's going to have to go back to the 18 organizations. The previous question is where I hesitate. When we open it up for public, we're going to have to do the same thing and as Joan explained with the Essentials process, going through the comments and every comment being looked at and reviewed, and considered is a tremendous amount of time.

I think one of the key learnings that we take from this is that risk assessment is not static, and I was thinking a lot about that as I listened to the presentations yesterday. We're continuously learning how to refine how we both characterize and assess risk. And I think that's something that we need to continue to be alert to, it isn't a one-time thing, "We've got the tool and we're good to go." So I expect that we will continue to make refinements to our tool. In her report of the public inquiry, Justice Scalia's pointed out that all stakeholders in this system are accountable for making changes to prevent, deter, and detect serious risks of harms.

The BOD considers the results of an annual survey sent to nursing educators and nursing employers regarding the competence of the current group of entry-level nurses. Survey respondents are asked to provide feedback on the level of competence of entry-level nurses and whether the current NCLEX passing standard is set at an appropriate level. Surveys for licensed practical/vocational nurse (LPN/VN) and RN employers and educators are administered separately. A panel of judges is also convened to conduct a standard setting workshop. The panel of judges utilizes the Angoff method (1984) supplemented by the Buek (1984) in order to provide a passing standard recommendation to the BOD.
