I would like to first start by thanking you and the National Council for the opportunity for us to be here to talk about this important topic. I also would like to very much thank ©2021 National Council of State Boards of Nursing, Inc. All rights reserved. 5 the ANF for supporting our work, and to all of the participants who were at the summit, at the convening. First, I would share that some of the takeaways I believe that we had at AACN are shared by my colleagues and across the profession, and that is the power of convening.

Now, the committee composition is also highly regulated. It must have three-quarter nurses, and only nurses may vote on that. It excludes administrators and those who are with the authority to make the personnel ©2022 National Council of State Boards of Nursing, Inc. All rights reserved. 5 decisions. And it needs to contain a nurse with the expertise over the subject matter that's being reviewed. There's specific requirements, both for if you're looking at RN practice or LVN practice. Let's see. So, let's get into, sort of, the Safe Harbor nursing peer review.

And then voluntary surrenders. You're going to want to have this type of language in the voluntary surrender so the individual understands what's going on when they submitted that license. I don't know ©2026 National Council of State Boards of Nursing, Inc. All rights reserved. 5 how many of you have had to deal with this. But more times than I care to think about, the nurse would come back and say, "Y'all didn't explain that to me. I didn't know that. I didn't realize that was in my agreement." And I went through that on many occasions, even when the nurse was represented by an attorney.

So, again, a lot of vehicles still on, you know, still being pushed from many sides, and now our focus is getting the NLC out of healthcare finance. Minnesota has also been a very exciting state. The Compact, ©2022 National Council of State Boards of Nursing, Inc. All rights reserved. 5 if you remember a long time ago, was filed in Minnesota, it passed, but it was then vetoed by the governor. This is the first I think real legitimate push in Minnesota to get the Compact passed since then. It's oftentimes, it is filed, it's lucky if it gets a hearing, and even if it does, it never moves out of committee.

We're going to dust this whole place for prints. All right. With that, we will go to the next case study, "The Skiing ER Nurse." - So, in this situation, we have David Jones, who is an ER nurse with an X account, always problematic, where he is identified as @David_JonesER.

Whilst it was recognized that there would probably be technological developments which would assist this process, it was felt by the participants that we should always remain alert to the potential for discrimination. In the final theme here was managing burdens and benefits. It was a strong awareness in our three focus groups that ©2024 National Council of State Boards of Nursing, Inc. Hence this third theme of managing burdens and benefits has sub themes of shades of gray with a need for consistency and to negotiate complexity.

So our goal was APRN licensure. We also wanted to achieve independent practice. We also wanted all four roles under the umbrella and preserved that prescriptive authority that we had in 1995. ©2026 National Council of State Boards of Nursing, Inc. All rights reserved. 5 So that's sort of that background about how, yes, APNPs were prescribing, but it was, you know, eventually with collaboration. We know that politics and policy are never separated. So the policy was all the good things that we wanted in this legislative bill.
