In order to work in a healthcare environment, one has to have some capacity to think about organizational management, right? How do I fit into the team that I'm working with?

So, strategically we had to find opportunities to build relationships with committee chairs, with leadership, and do a lot of education with those folks, and combine that with constituents making that grassroots push as well. And coming at it from both sides so that legislators felt the pressure and understood that this really was a good solution for the state. ©2022 National Council of State Boards of Nursing, Inc. My wife is an APRN. I got engaged on this issue when I was working for a think tank 10 years ago.

But if you think about what we've talked about so far, the big vision of the problems, how the frontline people say that that problem can be solved, that's not an IT, you know... ©2022 National Council of State Boards of Nursing, Inc. All rights reserved. 5 Typically, you're going to get those requirements to IT, and they're going to implement, but they're not going to be the ones that come up with that by themselves. And I would encourage you to say that they're not going to be the ones that can really bring all the people together to pull that in a multidisciplinary department fashion.

You add a file to reference and you'll see how you do that to this PowerPoint. Once that project or job is done, we don't keep your data, we're not using it to train our models, but we can go pull data from the internet. So it went and did a ©2024 National Council of State Boards of Nursing, Inc. And that authoritative part is huge because we're not just going anywhere.

But it's the green that is really an interesting wrinkle with the APA, which is, "When necessary to ascertain facts not reasonably susceptible of proof, under such rules, evidence not admissible thereunder may be admitted, except where precluded by statute, if it is of a type commonly relied upon by reasonably prudent men," I'd like to know where these reasonably prudent men are, "in the conduct of their affairs, or if it consists of a report of medical, psychiatric, or psychological evaluation ...

The patient defines the population by presentation. It's across all ages, and it's unpredictable. There's no defined conditions. And under EMTALA, care is immediate, and it cannot be declined. ©2026 National Council of State Boards of Nursing, Inc. All rights reserved. 5 So this isn't just undifferentiated care. It's universal responsibility. And this is where the misalignment becomes clear. Emergency APRNs are expected to evaluate, diagnose, stabilize, and determine disposition for any patient at any time. But no existing APRN population is educated and certified for that full responsibility.

If you remember Greg's slide on the definitions of the inputs, outputs, outcomes, and impact, that's exactly what we're trying to define in each of the program areas. That work is what I would call operational but ongoing performance improvement. The ©2024 National Council of State Boards of Nursing, Inc. All rights reserved. 5 second piece of work under transformation is the benefits realization. We've actually spent a lot longer than I thought it would take to create the framework, and I can talk a little bit more about it. But it's almost reverse engineering. Back to Richard's point around metrics and are we getting the outcomes/impacts that we thought, as we are going to be building a new CRM to create, pulling that foundation together, we actually are reverse engineering.
