This is based on where the nurse pays federal income tax, votes or holds a current driver’s license. • When a nurse is hired in a remote state for a temporary position or commutes to the remote state from the primary state of residence (usually an adjacent state), employers cannot require the nurse to apply for licensure in the remote state when the nurse has lawfully declared another state as the primary state of residence. • A BON in a remote state cannot issue a single state license to a nurse who holds a multistate license in the nurse’s home state.

The suite consists of ORBS Back Office, Nurse Portal, License Verification Portal, the Complaint Portal, and the Affidavit of Graduation Portal. All these products integrate with ORBS Back Office to provide a single point of information regarding an applicant or a nurse. Each instance of ORBS is a private system, and each Board has their own instance. There are several key advantages to ORBS. It is a private and secure cloud-based system hosted by NCSBN in compliance with industry standard security measures for data, including PCI and NIST 800-53 Moderate Impact Controls. NCSBN absorbs the cost for licensing of the system, hosted infrastructure, professional services for deployment, maintenance, upgrades, ongoing support, disaster recovery of the system, all in perpetuity.
