    One of the other pieces of this occupational licensing discussion deals with the National Conference of State Legislatures, the Council of State governments, and the National Governors Association, who receive grants from the Department of Labor to do a large occupational licensing study. The first round of grants actually was looking at occupations with less than two years of education, so LPNs were included in that.
