| NCSBN
The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. In an effort to address these challenges, members of Congress have introduced pieces of legislation that would temporarily allow providers to practice across state lines when a Public Health Emergency (PHE) has been declared. Equal Access to Care Act (S.155) The Equal Access to Care Act (S.155) , sponsored by Senators Ted Cruz (R-TX) and Marsha Blackburn (R-TN), was introduced on February 2, 2021 and would allow health care providers to deliver telehealth services in any U.S. jurisdiction with only one license. A companion bill ( H.R. 688 ) was introduced by Rep. Ted Budd (R-NC) in the House of Representative on February 2, 2021. The provider would not need to be licensed in the state where the patient is located to deliver telehealth services.

NCSBN is also funding the ongoing operational expenses of the compact governing body, the Interstate Commission of Nurse Licensure Compact Administrators. Does our state belong to any other compacts like this? While the NLC was the first interstate compact for a licensed profession, each state is already a member of an average of 25 interstate compacts. The NLC facilitates cross-border practice of nursing whether physically or via telehealth and puts critical systems in place that help keep patients safe. In 2015, the advent of new interstate licensure compacts for other healthcare roles began, including compacts for physicians, emergency medical technicians, psychologists and physical therapists.
