    They fly, they go to Virginia, they go to Florida. They get licensed in other states, and all of the other states have been so responsive in getting their investigations conducted and changing the licenses either to a single state or annulling them because that's what they do. They go, they get their multi-state license upgraded in another state, and then they think they can come back to Delaware and practice. We're very fortunate we're such a small state that word travels very quickly.

    As I was listening to the comments from the 25th anniversary of the NLC, can you imagine back in the early '90s, if those incredible regulators had never taken the opportunity to challenge a nearly century- old licensure model, the idea of allowing someone to practice in your state without them going through your... That was pretty revolutionary stuff at the time. It still is now in some places. But they were willing to challenge the status quo. Maybe it was when we're going from our state-constructed exams to the State Board Test Pool.
