It's also very easy to lose track of people, because a number of clinicians are licensed in multiple states. So, if someone offended in one state, they could choose to stop practicing in that state and move to another state, and focus their practice there. And if they get in trouble there, the national practitioner database, notwithstanding, you don't necessarily know whether what they did in state number two was really a recidivist action, partly because of problem number one, which was, is it called one thing in one state and something else in another state?
