There's a discussion taking place at the World Health Organization which covers 190-some countries across the world, but the discussion is not something that is new. As you can see from this quote from 1904, the concern about occupational licensing going too far has been out there for some time. So, when we published this paper, we decided that there might be some value because we individually believed that there was evidence out there in terms of the benefits of occupational licensure. And we committed that we would probably need to think about how we would curate that information within our individual disciplines.

So at this time, we're still analyzing that data, taking a look at what some of the outcomes are. We will be presenting that data to our governing body, the NCLEX examination committee, and moving that forward to draft up a sample test plan. From there, that's when you would see if there has been any changes. So that was a long response, the short of it. We're not quite sure yet. It failed miserably because it dealt with snowmobiles. And I just refused to accept the fact that I was teaching in Georgia, even though I had most of my experience in Pennsylvania, New York, in Wisconsin, in Minnesota, so, you know, all the snowy places. So there was a time when snowmobiles were regulated in national parks. And they were regulated by the Department of Interior. There are, not surprisingly, preceptor shortages. This is really retirement and burnout. It is both a blessing and a curse to work with a student every day when you've done that. It's something that I personally take as a mandate for myself, but if you've done that for decades, then you do want to get a break every now and again.

When new graduates do not comply with the regulation, there will be costs incurred for disciplining them. Kentucky has implemented a transition to practice model, and they estimate it takes 15 percent of staff time annually to implement their transition legislation.

There's always downtime, you're one instructor, you can't be with all students. But then we also have guiding questions for the instructors when they're working with their students in midship conference. So, it does help, like Mary Ann said, you're pulling out there thinking you're doing an assessment of where they're at with their developing clinical reasoning but then you're also able to develop it in real time.

So police reports are used quite often, especially when we're looking at DUI cases, if we're looking at just criminal conviction cases where someone has been convicted for a crime, whereas it's alleged and it's related to their particular practice. So police reports are very reliable in the sense that it does document that there was some type of activity, some type of conviction, and when it's being offered for that purpose, the hearsay exception wouldn't be necessarily be as much of an issue as it relates to that.
