If the test reflects the same content across the nation and the same passing standard is used, then test results can be portable across jurisdictions. Although each state board of nursing is a member of NCSBN, each state is also free to set whatever requirements it sees fit for licensing nurses. Each state is always free to use a different standard for its jurisdiction, but such an action would result in state-specific test results and the jurisdiction would be responsible for the costs of developing, implement- ing, and defending their state-specific standard.

And so, we really are looking forward to these continuing partnerships in addition to back-to- school day or other opportunities to run into members. NCBN tried a different approach this year. We hosted an introductory briefing where we highlighted the work that NCSBN is doing, as well as including the compacts and providing a general overview for the state of the nursing workforce to Congress. Some of the conversations we had been having indicated a lack of understanding of the role of state licensing boards. And so, we wanted to take an opportunity to have a larger impact and have a larger conversation.

The benefits of multistate licensure are not limited to health care facilities, however. As distance education becomes increasingly ubiquitous, educators are reaching students in areas where nursing programs are scarce, and occasionally these students are located across state borders. Nurse regulators are tasked with ensuring that both the education programs and their faculty are of sufficient quality, and clinical faculty in particular are generally required to be licensed in each state where they have students. The NLC eases the burden on educators whose students span a number of states, which would normally necessitate multiple single-state licenses, each with their own set of licensure maintenance requirements.

That is what many wondered as 2016 began. State legislative sessions are often brief to begin with and, in an election year, legislators’ attention can shift to state elections and redistricting. In 2016, 61 percent of the states’ 1,972 Senate seats are up for a vote and 80 percent of the country’s 7,383 state house seats are up for a vote (Ballotpedia, 2016).
