So the overall study aims for this presentation and for our project were to determine if the supply of nurses in New Jersey hospitals were adequate to meet the demands for patients during Hurricane Sandy and to determine if patient outcomes would have been improved if additional resources, if they could have brought nurses in from other states to practice in the storm surge areas.

So just by way of background and context, as many of you in this room may be aware of, the GNE was part of the ACA. Back in 2010, there were many coalition stakeholders who came together to really pursue the policy reforms, which included the GNE Demonstration. There was $200 million, which was allocated for a 4- year project, which was to run between 2012 and 2016. Because they were, like, funds that were left over, after 2016, the project was extended for an additional two years. So, in fact, the GNE Project ran for a total of six years. As you can imagine, there are many rules around that two-year extension period and I'll talk a little bit about that.

Well, I guess let me rephrase that for nursing board, were you making the decision for the final outcome? - So for the nursing board, they had a panel always that would...I would conduct the hearing, I would give instructions. And then the panel of nurses would actually decide the case, and they would make a recommendation to the full board.

We've had a committee working on this for two years, and I think they brought you quite a comprehensive recommendations and rationales.

Once the registration is entered in the system, the registration appears on the NCLEX® Administration website and is assigned the “New Registration” status. Testing Accommodation Process Action Steps for the Nursing Regulatory Bodies: § Review candidate requests and documentation for testing accommodations. § Determine whether the accommodation is appropriate for the candidate’s diagnosis. § Approve appropriate accommodations. § Enter the candidate’s approved accommodations into the NCLEX Administration website.

And I think we would all agree with that. I would tell you even that the other regulators in my state would be first to say that they look to the Board of Nursing often for direction and for guidance, just as we look to NCSBN, for that. And I think many of our nursing colleagues throughout, not just the country, but throughout the world, does the same thing. So, we've looked at the evidence that's out there, we've looked at as best we can at what the environmental scan indicates, may be on the horizon.
