So, as you know, simulation is a nursing education strategy that mimics hospital environments. It allows the students to have a safe environment, both for themselves and for their patients. And of course, it allows us to use simulation in place of clinical experience. And this is very important in the Middle East because female nurses care for female patients. And male nurses care for male patients.

In that earlier proceeding, the defendant evaluator had claimed that there was no personal jurisdiction over the Nurse's claims against him, and he also had quasi-judicial immunity. In the opinion and the order of the Court in 2016, the Court held that the defendant evaluator could not be sued in federal court for the evaluation he performed for the Board as he was both never properly served with a summons and amended complaint. Consequently, the Court did lack personal jurisdiction over him. Alternatively, in accordance with Supreme Court precedent, the evaluator was entitled to absolute immunity, based on his serving in a quasi-judicial role for all matters arising from his evaluation of the plaintiff for the board.

With David's skilled guidance at the onset and throughout the pandemic, NCSBN both led and was an active participant in a number of domestic and international initiatives designed to increase access to the NCLEX, reduce regulatory barriers for providers, open clinical experiences for nursing students, and offer innovative responses to COVID-19 in an effort to support nurse regulatory boards. David was also a significant contributor to the World Health Organization's State of the World's Nursing 2020 Report, offering a regulatory perspective and providing accurate data, evidence, and suggestions for legislative change.
