But if there are specific opportunities that you all have already identified, and if there has already been a SWAT analysis done, I think that might help us to frame the conversation when we're having those board meetings instead of, "Oh, what ideas do you have?"

And then just ahead of the New Year, we had a report in hand detailing some very compelling results. But before we get into the results, I want to tell you what happened during that period, so the pre-survey results timeline. We didn't just twiddle our thumbs while the survey was out there in the field. We started a robust communications plan for what we were going to do when we got the results. And we also knew that we needed to educate lawmakers that there was a survey out there and exactly what data or what questions were going to be asked so that we would be able to present them with data.

Would we or do we generally publish the names of those participants? A question came in, essentially related to security, where it might be important to be sure that that person or perhaps a spouse isn't part of test prep or some other company that where there might be an advantage to have access to the exam information. - That's a good question, and I'll answer it in two fold. When each of the volunteers are applying to participate in the panels, as I mentioned earlier, when they access the database on our website, it is asking a series of questions, essentially looking to see if the person qualifies to participate in the panel.

All of this connection is done through the NCSBN ID that allows the nurse to keep track of all of their licenses and records based on one ID. And that can help cut down the fraud. I'm also told that CMS is also looking to cut down on fraud from their perspective, because, right now, you can actually have an NPI number, a nurse can get an NPI number, and there is no guarantee that that individual is a nurse because there are no formal checks in place at this point. So what CMS is attempting to do is when a nurse applies for an NPI, they want to be able to check the Nursys system with the ID, with the NCSBN ID, to make sure that individual is licensed where the nurse is saying they're licensed, and it is not encumbered.

All rights reserved. 4 And 15 of the states at that time allowed nurses to be on buprenorphine and return to work, and 16 did not, and 3 said certainly in certain circumstances. And then the physician groups were split 50/50 on whether they did or not. The authors of this study were very concerned about that practice back in 2012. And there still are programs today that have concerns about that. I will tell you, when this was published in 2012, we didn't have... this was published in March of 2012. And that particular year is when West Virginia passed our alternative-to-discipline program.
