Contact your state board of nursing for instructions on the steps you need to take to convert your license to a multistate license. A nurse has 60 days to apply for a license by endorsement, beginning when the nurse physically relocates to the new state with an intent to establish their primary residence in the new state.

Connecticut: NLC was introduced for the first time as a governor’s bill. NLC received a hearing last week. The NLC will be up for a vote in that committee this morning. Hawaii: last year a workgroup to study the NLC was formed and State Affairs attended multiple meetings and provided information and education.

J. Puente reported that a NLC definitions list developed by the committee should be available at the NLC Midyear Meeting. J. Puente introduced a new question developed for the regulatory FAQs on the topic of a letter of reprimand and whether it is an encumbrance, 4 which would disqualify a nurse from a multistate license.

Recommendations for Consideration: The Finance Committee recommended that the Board accept the audited financial statement reports for the fiscal year ended September 30, 2023. Investments The Committee met with the investment consultant from AndCo. The investment consultant presented a report on the performance of the NCSBN investment portfolio. Returns for the NCSBN investment portfolio totaled $21.5 million in FY-23, recovering some of the losses ($38.3 million) in FY-22. While overall investment returns were positive for the fiscal year, valuations declined during the last quarter of FY-23.

The motion carried unanimously. • Confidentiality was discussed and orientation to NCSBN and the NCLEX item review process was provided. • The NCLEX Item Review Subcommittee reviewed 1,341 items. • A confidential report of the Executive Session will be provided to the NCLEX Examination Committee. • Request for approval of minutes for this meeting was motioned by Sarah Spangler and seconded by Terry Ward.
