    Our annual environmental scan is a treasure trove of what is and what could be coming to a legislature near you, Madam President. - Thank you. And last but not least, the question of something that impacts us all, legislative impact. We received submissions from several people, Colleen Casper, Vicky Byrd, Sue Painter, Kathleen Cohen, Lori Scheidt, and Donna Hanley, compact licensing and the impact of Dobbs v. Jackson SCOTUS decision on licensees and what steps NCSBN is prepared to take to protect licensees' ability to provide essential services. Now, the part of that, no national licensure or keeping state Boards of Nursing, regulating nurses in their state, compliance with individual nurses and obtaining home state licensure is failing.

    The commission is a governing body that is also a public agency that can make rules. Rules adopted by this commission are legally binding in all party states and there is no requirement that rules be adopted or ratified by individual states. “Before, if the administrators came together and decided they wanted to change a rule with the NLC, every state would have to take that to their rulemaking bodies,” says Rebecca Fotsch, JD, state advocacy associate at NCSBN.

    Not all of our positions can because we still answer the phone and, you know, mails delivered. I'm in the office full time so is the other leadership staff. But like our licensing staff, they're in the office one day and work remote one day, and it seems to be working well for them. The state gave us a package of information. And while I've been gone, they've been sitting down with those employees and kind of going over the rules, or the policy, and asking for a signature.
