    The Clinical Judgment Model (CJM) represents a fundamental shift from the current dichotomous measurement models in which something is either right or wrong. When context is removed and items are extremely sterile, a very precise and stable measure- ment can be obtained. The CJM (see Figure 1 at left) is complex but can be broken down into four levels: the nurse (1) forms hypothe- ses, (2) prioritizes them, (3) gener- ates solutions and then (4) takes actions.
