Proven, Safe and Efficient • The NLC has been operational and successful for more than 20 years and continues to grow each year with the addition of new states. • All the safeguards that are built into the current state licensing process are required before a nurse is issued a multistate license. • The NLC has uniform licensure requirements so that all states can be confident that new nurses practicing within the NLC have met a set of minimum requirements, regardless of the home state in which they are licensed. • All states that participate in the NLC conduct federal criminal background checks to determine eligibility for a multistate license.

So, what you do, what often follows you, and it can, and as you look at this case, follow you for several years. So, we flash forward, and in 2013, Holden applied for licensure in New York. In that situation, the board of nursing denied the license, citing that Holden failed to meet the moral character requirement. And the appeal process in that state allows for someone to appeal the board's decision to a committee on professions, it's called an administrative appeal. So, we just call it the COP. Now, when the COP reviewed the case, they looked specifically at the previous denials by the other state, that's all of the findings that were made by Louisiana, Mississippi, and Indiana.
