    Passing standard is very high stake for your students and the public. Here are the steps NCSBN follows to set a passing standard. One, select the panel of judges. We need people to do it. Two, define minimally competent candidates, which is a key concept when you set a passing standard. Three, train judges on the standard-setting method. It's not like you just think about the number. There is a systematic way to do it. We need to train them so they understand what they are doing. Four, conduct a standard-setting workshop.
