When it comes to clinical judgment, clinical judgment as is introduced into the 2023 test plan is considered an integrated process, meaning it's a process that's so important, it is integrated throughout the test plan.

And substance use disorder, again, some of the more older terms like alcoholism, which has been around since 1856, has now fallen out of favor from a technical standpoint. But our language changes and our definitions change. And I think it's important to think about, what are we describing... Even when we're talking about something like a substance use disorder, we are talking about, even though it's in the diagnostic category, there is a huge range of substance involvement and impairment within that category, from 2 to 11 symptoms. Right? You can be in that category of meeting criteria for a substance use disorder.

So when you're constructing an item stem, you should ensure that the stem has four key characteristics: a scenario, client condition and descriptors, information requested, this is potentially the question or statement posed to the candidate, and additional directions, if needed.

And let's go ahead and go to the correct answer so we can talk about this for a second. Number one, your NLC compact says if there's a conflict, the conflict is superseded by the actual nurse licensure compact to the extent of the conflict. Because there may be many laws that are different in your state, but don't directly conflict with the nurse licensure compact requirements, right? But when there is that direct conflict, the compact didn't hide anything. When it went out to the states, and this is true of all compacts, and it is the thing that legislative bodies push back the most about, it says if there's a conflict, the compact supersedes. ©2025 National Council of State Boards of Nursing, Inc.

Sixteen items from the Preceptor Evaluation Survey (Moore, 2009, Omer 2013; Moore personal communication) and five from the Preceptor Self Evaluation tool (Roth & Johnson, 2011; and personal communication) were used and 2 new items were written to fit the goals of this Transition to Practice program. Those items are listed in Table 1. A five point response scale (5= agree, 1= disagree) was used. We used exploratory factor analysis to determine whether there were natural categories into which the items fit and found two subscale groupings that were internally consistent and conceptually valid.
