    Passing standard is a very high stake for your students and for the public. Here are the steps NCSBN follows for the standard setting process. First, select the panel of judges. We need people to do it. Two, define minimally competent candidate, which is a key concept when you set a passing standard. Three, train judges on the standard setting method. It's not like you just think about a number. There is a systematic way to do it. We need to train them so they understand what they are doing. Number four, conduct a standard setting workshop.

In those instances, NCSBN utilizes an alternate approach to obtain a comprehensible term. Research is conducted using creditable sources to obtain an acceptable translation.
