The need to obtain a license in more than one state can reduce interstate mobility and practice, and may even lead licensees to abandon an occupation when moving to another state. These effects fall disproportionately on licensees who are required to move frequently, such as military spouses. The challenges of multistate licensure are also particularly acute for professionals who are more likely to provide services across state lines, such as telehealth or accounting services.

The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. The report highlights how restriction of practice can contribute to limited access to care and increase the cost for services and recommends allowing non-physician provider to be paid directly for services they provide if there is evidence to support that they can do so safely and effectively. Advanced practiced registered nurses (APRNs) were used as an example of providers who are highly trained and are capable of providing safe and effective care comparably to physicians.

South Dakota Enacts APRN Compact | NCSBN
Gov. Kristi Noem signed the APRN Compact into law in the state of South Dakota on Feb. 5, 2024. Taylor Rehfeldt, DNAP, APRN, CRNA. “The compact will help improve access to workforce and enable APRNs to take care of our communities.” South Dakota is the fourth jurisdiction to enact the APRN Compact, joining Delaware, North Dakota and Utah. The APRN Compact will be implemented when seven states have enacted the legislation. Secretary of Health Melissa Magstadt, MS, MBA, APRN, South Dakota Department of Health, said, “We are grateful to Gov. Noem and the legislators of South Dakota, for their support of our health care workforce through the adoption of the APRN Compact.
