Pam Zickafoose, Delaware board executive director. I am honored by this award and reminded that we are all part of something much larger and more important than any one of us and that exceptional contributions most often occur when we share in a common good faith and a collaborative spirit. And to that end, I share this honor with my Washington colleagues both past and present as well as with the most amazing final IRE committee that could ever be imagined. Thank you so much.

I have a few questions I think that are just looking for some clarification on the specific scoring rules. So let's start with bow-tie. Is there no penalty then for an incorrect selection in a bow-tie item? ©2021 National Council of State Boards of Nursing, Inc. All rights reserved. 6 - Yes, so that is correct. There will be no penalty and the reason is because we're using that 0/1 scoring rule and the background behind that is there's always a predefined number of selections that candidates need to make. And any time there's a predefined number of selections, we're going to use the 0/1 scoring rule.

And this is going to be increasingly affecting where NPs work in hospitals, non-hospital settings, and in private practice as well. And what this all means is that if you are a provider or an organization, and you are producing high- value care, really good outcomes at lower costs, you'll receive higher reimbursements. But if you're producing just okay, average outcomes, or below average outcomes, and your costs are high, you'll get less money. So, there is an incentive for organizations to employ individuals and practitioners who can contribute high value.

Every item is pretested before being placed in the operational pool. So, as I mentioned, operational items are the items account for your score, pretest are the items that does not account for your score. So we pretest them, the reason is that we want to gather a statistical information to make sure this item is good enough. If it is good enough, then it will become operational items. If it is not, it will go back to the beginning, revise, a lot of review. So you probably think, "Why we want to embody the pretest items? That's just a waste of time because you don't count them for your score."
