VISION Building regulatory expertise worldwide. 2 33 4 During fiscal year 2009 (FY09), NCSBN member boards faced daunting challenges caused by state budgetary constraints and increased pressure to do more with less, while still maintaining their paramount mission of protecting the public by assuring that only safe and competent nurses are allowed to practice. We must address what is required for adult pediatric or neonatal NPs who wish to transition in this new model. These NPs are expressing a little bit of concern and stress of what is happening for their practice in the future. I just want to draw your attention to the diagram that we have and the slide which illustrates the timeline of initiatives underway that will lead to the completion of the current deliverables of the NPR-FIPP project and a new NP regulatory model. Over the last number of years, 22, 23.

The recent practice analysis reflected that on average, an entry-level RN works in an acute care facility or a hospital on a medical-surgical, critical care, or emergency department unit, receives onboarding from a preceptor or via a formal residency program, and is caring for an adult aging population with acute or critical behavioral and emotional conditions along with caring for clients in need of end-of-life care.

Several full practice authority bills were also filed this session in Mississippi, most of which differed in their transition to practice hours and how those hours would be counted. While full practice efforts in the state face an uphill battle due to staunch opposition from the Mississippi State Medical Association, we have a powerful new ally in the House, Speaker Jason White. Speaker White is not only a strong proponent of full practice authority, but he also has a lot of sway in the legislature. We view him as someone who can help our coalition contend with both physician opposition and perhaps more importantly, navigate the internal power dynamics in the legislature.

Delaware was the first state to successfully remove their TTP from statute in a companion bill to the APRN Compact legislation. The APRN Compact not only spurred the removal of a 24-month TTP, but also eliminated the joint regulation of APRNs by the Delaware Board of Medical Licensure & Discipline. The Delaware Nurses Association, the Delaware Association of Nurse Anesthe- tists, and the Delaware Organization of Nurse Leaders were among key supporters of the APRN Compact. The third and most recent state to enact the APRN Compact was Utah, which enacted legislation during the 2022 legislative session.

SUD programs typically require regular check-ins, random drug testing, attendance at structured peer group support meetings, attendance at mutual support meetings such as Alcoholics Anonymous and worksite monitoring. But specific requirements vary across states. Now, a little bit of background here, SUD programs for physicians are known as physician health programs. This is the PHP program. These programs are affiliated with the Medical Licensing Board and are standardized in most states. PHPs refer patients to abstinence-oriented residential treatment followed by outpatient treatment and substance monitoring for five or more years. Because I argue, when we look at data like what was presented this morning, when we look at data where half of our graduates are committing medical errors shortly after graduation, shortly after ©2020 National Council of State Boards of Nursing, Inc.
