    Layers 1–3 (the construct layers) are layers of cogni- tive analysis of the unobserved construct in the form of a series of cognitive operations. In Layer 2, the machin- ery of NCJ is delineated as an iterative process of three cognitive operations: form hypotheses, take actions, and evaluate outcomes.
